The Management Operations Directorate at NASA Goddard Space Flight Center is responsible for the business and institutional support and staff services necessary for the successful accomplishment of the Center’s main mission activities. The unique scientific and engineering nature of those activities requires continuous assessment of the allocation and configuration of the support functions and resources to assure maximum effectiveness for a technical community of over 8,600.

The Deputy Director of Management Operations Directorate (MOD) is responsible for sharing full responsibility for the business and institutional support and staff services necessary for the successful accomplishment of the Center’s mission activities. The Deputy provides strategic direction for the civil servants and contractor employees in addition to overseeing and providing Center Operations infrastructure support to Goddard Space Flight Center locations: Greenbelt campus, Wallops Flight Facility (WFF), Independent Verification and Validation (IV&V) Facility, and Goddard Institute for Space Studies (GISS).

The incumbent will plan, direct, and control the development and management of program areas such as, procurement, logistics, security, environment, medical clinic services, facilities design, construction and maintenance, and services. Additional areas of responsibilities include telecommunications, institutional and mission, scientific and technical information (STI) services, and other general administrative support and management services.

With the Director, the Deputy leads the MOD by providing executive guidance and institutional support to its programs, projects, and research activities in support of the US Space Exploration Policy and NASA’s identified strategic goals. Provide institutional engineering, and independent technical assessment to programs and projects. Develop, implement, and sustain ground facilities and infrastructure and maintain and enhance Center human capital including core competencies, succession planning, and institutional engineering capabilities required to support program, project, and mission needs. TECHNICAL QUALIFICATIONS:

 

1. Extensive subject-matter expert of facilities and operations management and an in-depth and current understanding of regulations, policies, standards, concepts and ideas that form the basis for operations management practices in a large and functionally-diverse mission-oriented.

2. Hands-on experience in serving as a principal advisor to senior line management with respect to managing, planning, directing, and evaluating operational programs and activities (i.e. procurement, security, logistics, environmental, facilities, construction) and the integration of such activities.

3. Demonstrated ability to work with corporate executives and peers in other organizational components in conducting thorough assessments, drawing conclusions on potential impacts, and making recommendations (i.e. physical security improvements, environmental permit/remediations, flight parts procurement/handling, security investigations/fact findings, procurement acquisitions/strategies, on-site power plant operations) to organizational leadership in a technical research and development environment.

4. Experienced leader in project management of operational programs and activities (i.e. procurement, security, logistics, environmental, facilities, construction) and the budgeting and resource loading of such activities.

Applicants will be evaluated by an Executive Resources Panel based on the managerial and technical qualification requirements stated in this announcement.
